Works Department in motion even to make such a saving of

$480.

If the cost of preparing tenders do. and

the delay necessitated thereby is so great in the case of

a small work such as the laying of a cast iron pipe line

a few hundred feet long, what must be the cost and the

time taken to ask for tenders for a work like the Kowloon

Water Works. A Railway could never be built under the

Public Works Department system.

I hope this letter will show that the

system worked to by me under orders of the Colonial Office

at home is not quite so bad and uneconomical. When it is

understood that this system is almost universally used by

Governments and contractors, where coloured labour is

available and that the Hongkong Public Works Department

stands very nearly alone in its system, I hope that the

Government Engineers will try and learn something of the

system which I am sure would tend to cheapen work in the

Colony. The appointment of the Auditor sanctioned by His

Excellency will soon show how cheaply and quickly work can

be done under this system provided there is not too much
